Our commitment to your privacy
MC Community Services is committed to protecting the privacy and security of your protected health information (PHI). We are required by law to maintain the privacy of your health information and to provide you with notice of our legal duties and privacy practices.
How we may use and disclose your health information
For treatment
We may use and disclose your health information to provide, coordinate, or manage your behavioral health services. This includes coordination with other healthcare providers, your treatment team, and specialists involved in your care.
For payment
We may use and disclose your health information to obtain payment for services provided to you. This includes billing MaineCare and providing necessary information for claims processing.
For healthcare operations
We may use and disclose your health information for our healthcare operations, including quality assessment, improvement activities, case management, care coordination, and compliance reviews.
Your rights regarding your health information
- Right to Request Restrictions: You may request restrictions on certain uses and disclosures of your health information.
- Right to Access: You have the right to inspect and obtain a copy of your health records.
- Right to Amend: You may request that we amend your health information if you believe it is incorrect or incomplete.
- Right to an Accounting: You have the right to request a list of certain disclosures we have made of your health information.
- Right to Request Confidential Communications: You may request that we communicate with you in a specific way or at a specific location.
- Right to a Paper Copy: You have the right to obtain a paper copy of this notice upon request.
Special protections for minors
For clients under 18, parents or legal guardians typically have the right to access their child's health information and make healthcare decisions. However, Maine law provides certain exceptions where minors may consent to their own treatment or control access to their records.
Text Messaging (SMS)
With your consent, MC Community Services may send text messages to the mobile number you provide, from (207) 794-3133. Messages may include appointment reminders and scheduling, care coordination updates from our staff, messages about job applications, and other service-related communications from MC Community Services.
- Consent to receive text messages is not a condition of receiving services or employment.
- Message frequency varies. Message and data rates may apply.
- Reply STOP to stop receiving messages at any time. Reply HELP for help, or call (207) 794-3133.
- Carriers are not liable for delayed or undelivered messages.
We do not share, sell, or rent your mobile phone number or other personal information with third parties or affiliates for marketing or promotional purposes. Text messaging opt-in data and consent are not shared with any third parties.
We keep health details out of text messages where possible. If you prefer not to receive texts, tell us or call (207) 794-3133.

Complaint & grievance procedures
We are committed to addressing your concerns promptly and fairly. If you have concerns about the services you or your child receives, we encourage you to speak with us directly so we can work together to resolve the issue.
How to file a complaint or grievance

Step 1: Contact us directly
We encourage you to first discuss your concerns with the staff member who works with you or your child (Behavioral Health Professional (BHP), case manager, daily living support worker, or therapist) or their supervisor. Many issues can be resolved quickly through direct communication.

If the issue is not resolved to your satisfaction, you may file a formal written complaint with our management team.

Filing a complaint will not affect the services you receive. We prohibit retaliation against anyone who files a complaint or grievance.
Service eligibility & coverage
MC Community Services provides MaineCare-covered behavioral health services under three sections of the MaineCare Benefits Manual: Section 28 (Adaptive Skills Training), Section 65 (Behavioral Health Services including outpatient therapy and assessments), and Section 17 (Community Support Services for adults).
Section 28: Adaptive Skills Training
Section 28 services are designed for children with cognitive impairments and functional limitations who need help building life skills.

- Children and young adults under age 21
- Services may continue through age 20 for those already receiving services

Qualifying diagnoses
Children must have one or more of the following:
- Cognitive impairments affecting daily functioning
- Functional limitations requiring support
- Autism Spectrum Disorder
- Pervasive Developmental Disorder - Not Otherwise Specified (PDD-NOS)
- Other developmental or behavioral health conditions as determined by assessment

Section 28 covered services include:

Section 65: Behavioral Health Services
Section 65 of the MaineCare Benefits Manual covers a broad range of behavioral health services including outpatient therapy and clinical assessments for MaineCare members.

Our Section 65 services
- Outpatient Therapy – Individual therapy for children, teens, and adults addressing stress, anxiety, depression, trauma, and other mental health concerns. In-person and telehealth options available.
- Diagnostic Assessments – Comprehensive psychological evaluations using standardized assessment tools to determine diagnoses and inform treatment planning.
- Adaptive/Functional Assessments – Assessments using tools such as Vineland, ABAS, Bayley, and Battelle scales to measure adaptive functioning and developmental skills.

- Must be enrolled in MaineCare
- Services must be medically necessary
- Services must be provided by qualified, licensed providers
- Some services may require prior authorization
Service Area: In-person services available in the greater Lincoln area. Telehealth services available statewide for eligible members.
Section 17: Community Support Services
Section 17 of the MaineCare Benefits Manual covers community-based support for adults with serious and persistent mental illness, helping them live, work, and take part in their communities.

- Community Integration Services (CIS) – Case management: assessment, service planning, and coordination with the adult's other providers and supports.
- Daily Living Support Services (DLS) – One-on-one, in-home and community support with everyday living skills.

Section 17 eligibility
- Adults 18 and older
- Enrolled in MaineCare
- A qualifying mental health diagnosis, as defined in MaineCare rules
- A level of need confirmed by a standardized assessment (LOCUS)
